Hi and welcome. I live in southeastern North Carolina, so I share your pain regarding the severity of this winter.
To answer your second question first, I would not suggest that you cut back Hydrangeas at this time of the year. Up here in NC, my Hydrangea shrubs are already beginning to show the buds of new growth and I'd hesitate to cut them back now for fear of delaying their flowering. I'd recommend waiting until after your plants bloom to prune them, if you feel that they need it. Frankly, I don't prune my plants annually and when I do, I only remove about 25% of the plant's mass - removing older, non-flowering stems all the way to the base.
Regarding your Strelitzia, I do hope that the weather spared your plant, but it may be rather dicey, as this winter's weather really was not zone appropriate for any of us living in the southeast US. If the plant was well established, perhaps the root mass was not damaged even though the foliage was. I would trim away the damaged foliage, being very careful near the base, so as not to do further damage to any potential new growth.
