I don't know if this is like what you are asking about, and what your definition of a Hibiscus is, but this is the smallest "Hibiscus" I have seen. This is a wild one (if anyone could identify it, that would be nice) and one of those that the petals don't really open but the stamens and pistil protrude. I found it growing near Ixtapan de la Sal, Mexcio about a year ago (Oct. 4th, 2008 to be precise).
The whole flower would fit on a quarter, but without much to spare.
