Hi there, welcome. Sorry that you are losing the pleasure of seeing those lovely flowers. How frustrating.
It sounds like your plants are looking pretty healthy, otherwise, so assuming that all other conditions are good, and that the plants are getting plenty of sun and nutrients, including calcium, then the first thing I'd try to rule out is insect damage.
Hibiscus are attractive to a number of pests which can cause bud drop. THIS SITE has a pretty comprehensive list, and they also have a page with treatment suggestions.
