Hi Kimmi, welcome.
Your cool plant is Dracunculus vulgaris, I don't think it will surprise you to learn that one of it's common names is "Stink Lily". The good news is that the smell doesn't usually last too long.
It's a spring bloomer, so when it's done, you'll have to wait until next spring for more flowers.

I would transplant it when it is dormant, and that will give you the opportunity to have a close look at the tuber to determine if it looks like it can be divided before replanting.
As to propagation, it is either by division or by seed, which can be collected after allowing it to ripen and dry on the plant.
Another note about the seeds - they should be planted prompty after being collected, they lose viability quickly if stored.
