Lantana shrubs do produce seeds, but it is not commercially available ... at least not in my part of the world, although the seeds are often shared by willing gardeners.
I believe that the nursery trade usually propagates it by stem cuttings, or possibly by root division. Lantana plants are readily available at most retail nurseries in my area. In the tropics, a small plant will rapidly grow into a large sprawler. The individual flowers are quite small, but if the shrub is in enough sun, it makes many flowers over a long period of time.
In some places, they are considered an invasive pest.
