 Hi CACO Welcome to the forum.
I've copied your photo here, for ease of reference. Your plant is an Epiphyllum. And as yours blooms at night, then it is most surely E.oxypetalum, commonly called "Queen of the Night" or "Night-blooming Cereus".
You say that it only blooms once every 7 to 9 years? There is no reason why it should bloom quite so seldom, actually, my own plants bloom every year quite reliably.
I would wonder if your plant is receiving enough light? These plants (in my experience) like a location in what I would describe as "bright shade", in other words, little or no direct sun from mid-morning to late afternoon, but in the warm months, I locate mine out of doors, so as to receive an hour or two of morning sun (from about 7 to 9am) with light shade from that time of the day onward.
